POSITION SUMMARY:

This independent and highly analytical position is responsible for conducting research, analysis, and production activities within the Office of Open Government Public Records and Records section.

DUTIES & RESPONSIBILITIES:

Specific duties include:

• Conducting independent and complex research, analysis, and production of records related to the obligations of the agency’s Florida Statutes Chapters 27, 92, 119, 120, and 943 records production obligations;
• Receiving records requests and demands; assisting in the records research and procurement process; receiving records from the various record systems of the department submitted in response to the requests; reviewing these records for all applicable exemptions under current Florida or federal law and redacts exempt and confidential information before the records are released to the requestor, confirming exemptions claimed with Department’s legal staff as needed;
• Arranging for the prompt delivery of all nonexempt records to the requestor, with written reference to the statutory basis for all claimed exemptions from disclosure;
• Ensuring that all requests are properly docketed, invoiced as needed, properly prepared, and disseminated, and closed upon completion, ensuring completeness of FDLE responses to public records requests by reviewing documents provided, pursuant to records searches conducted, to ascertain that responses address the specific nature of the requests;
• Assisting with record production in Capital Post Conviction cases pursuant to the Rules of Criminal Procedure and to ensure that records produced are filed with the records repository of the Department of State within the time requirements of the rule;
• Preparing the notice of compliance for all pertinent parties;
• Assisting the General Counsel, Deputy General Counsel, and Assistant General Counsels with legal issues related to the Department’s obligations under Florida Statutes Chapters 27, 92, 119, 120, and 943;
• Providing support in contacting FDLE liaisons or staff in program areas (other than those persons initially contacted), if determining that their files may contain information relative to or additional to documents already received, which are also responsive to the public records request; and
• Providing support for liaison efforts with Florida Department of Highway Safety and Motor Vehicles (DHSMV) and FDLE Investigations & Forensic Science, Regional Operations Centers, FDLE field offices, and CJIS regarding FDLE member D.A.V.I.D. (Drive and Vehicle Information Database) use as reported by DHSMV. Providing administrative and consultant support to management and the Office of General Counsel in various miscellaneous duties as called upon.

• Knowledge, skills, and abilities, including utilization of equipment, required for the position;
• Knowledge of the procedures and techniques for effective verbal and written communication;
• Knowledge of Florida Statutes and Attorney General’s opinions as related to public records and dissemination of records to various entities;
• Ability to read and understand criminal investigative and intelligence data;
• Ability to collect, evaluates, analyze, and summarize criminal investigative and intelligence data;
• Ability to review large amounts of criminal investigative and intelligence data and determine the significance completeness and usefulness of the data;
• Ability to plan, organize, coordinate, and complete work assignments;
• Ability to establish and maintain effective working relationships with others;
• Ability to work independently; and
• Ability to keep detailed records and notes.

BASE SALARY:

• $41,200.00

BACKGROUND:

FDLE requires an extensive background process of all recommended applicants. This information will be utilized to make the final hiring decision.

Preference will be given to current FDLE members who have satisfactorily completed at least six months of the probationary period for their current position.
