Summary The ideal candidate for this position has experience working with internal stakeholders, drafting responses with input from leadership, and handling audit requests. This individual will work with the COVID-19 Audit Response team where they will research audit topics, coordinate with the Appeals, Audits, and Arbitration team and assist with closeout tasks. Responsibilities What will I do in this position if hired? In this Grants Management Specialist position, you will serve as a Grants Management Specialist for the Region 8 Recovery Division in Lakewood, Colorado. Typical assignments include: Conducting research audits into Public Assistance (PA) audit inquiries received, including interviewing internal stakeholders, analyzing applicable policies and grant procedures, and reviewing projects and processes to gain a full understanding of the subject of the audit; Developing clear and concise documentation utilizing technical writing skills to create detailed audit reports, guidance documents, and training materials; Documenting findings and prepare complex written analyses to respond to audit inquiries, ensuring that responses are written in clear, concise language, and accessible to a wide range of audiences, including non-financial stakeholders; Maintaining accurate and organized records of audit findings and related documents; Researching changes in federal regulations and policies related to disaster assistance; Working closely with FEMA Recovery Division leadership, COVID-19 Section Analysts, Appeals Analysts, and other stakeholders. Participate in meetings and discussions to coordinate audit activities and resolve issues. What else do I need to know? Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA. This position will be hired into a temporary 2 year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.
