THE DIVISION

The Sustainability Division is a division of the City Manager’s Office and is primarily geared toward addressing climate change through greenhouse gas mitigation and adaptation and resilience efforts. The Division oversees development and implementation of the City’s Climate Change Action Plan, development of plans and programs to respond to sea level rise, and community engagement efforts to ensure communitywide participation. The Sustainability Division also oversees refuse and recycling programs and administers the franchise agreement with the City’s waste hauler, Marin Sanitary Service. THE POSITION

The Waste Management Coordinator is responsible for a variety of waste-management activities for the City of San Rafael, including compliance with state regulations such as SB 1383. The position will be responsible for the implementation and coordination of public-facing refuse and recycling programs and projects, including the City’s new illegal dumping program, in addition to coordinating waste management activities across all City departments and with the City’s franchised waste hauler.

 

This position will interface with the Marin Hazardous & Solid Waste Management Joint Powers Authority, Zero Waste Marin. The Waste Management Coordinator has day-to-day responsibilities of implementing zero waste activities, policies, and programs, including outreach, training, tracking, reporting, and policy analysis. The incumbent will exercise considerable independence and judgment in carrying out assigned duties and will be responsible for issuing citations for non-compliance with local ordinances.

 

IDEAL CANDIDATE

The ideal candidate is a creative individual with a background in waste management that has good people and analytical skills. This person is willing to flex their schedule to meet the community where they are at to implement innovative solutions for complex issues like illegal dumping and composting in crowded multifamily housing. This person should be comfortable both with bilingual outreach and encouragement in English and Spanish as well as enforcement of local codes.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Meet with agency and departmental representatives to understand needs and challenges toward implementing effective waste management goals and requirements.  
  • Develop an annual work plan to accomplish zero waste, illegal dumping, and SB 1383 priorities.  
  • Coordinate, track, and report on illegal dumping programming for the City to management, the City Council, and the community.  
  • Exercise enforcement and abatement responsibilities under the Health and Sanitation regulations of the City’s Municipal Codes.  
  • Conduct field investigations of reported complaints of municipal code, ordinance, and resolution violations
  • Seek abatement (remedies) through voluntary compliance or informal administrative process or administrative hearing or judicial action.  
  • Conduct field inspections to uncover violations, gather supporting evidence, inform individuals of code provisions and encourage compliance through issuance of citations.
  • Conduct various types of community engagement for SB 1383 and illegal dumping to residents, businesses, and community groups that address the needs of specific audiences, including non-English speaking constituents.

  • Coordinating across departments to conduct “hot spot campaigns” to reduce illegal dumping, including Police, Digital Services, and Public Works.
  • Developing a culturally appropriate outreach strategy for multifamily composting.
  • Conducting staff trainings around compliance with SB 1383.
  • Developing a data tracking system to demonstrate changes in compliance over time.

EDUCATION/EXPERIENCE

  • Bachelor’s Degree from an accredited college or university with a degree in environmental science, public policy, sociology, communications, community engagement, public administration, or closely related field
  • Three years of progressively responsible experience in a related field
  • Ability to communicate in Spanish is preferred

 

Possession of a valid California Class C Driver's License with a satisfactory driving record.
